Dr. Rathin Roy is the Director, in the rank and pay of Secretary to the Government of India, National Institute of Public Finance and Policy, New Delhi (since May 1, 2013).
His past positions include:
• Director and Regional Manager Asia Pacific Regional Centre, United Nations Development Programme Bangkok (2012-13)
• Director International Policy Centre for Inclusive Growth, United Nations Development Programme, Brasilia, Brazil (2009-2012)
• Economic Advisor in the Thirteenth Finance Commission, Government of India, New Delhi in the Rank of Joint Secretary to the Government of India (2008-2009)
• Cluster Leader, Strategies and Polices for Poverty Reduction Cluster, Poverty Group Bureau of Development Policy in United Nations Development Programme (2006-2008)
• Public Finance Advisor, Poverty Group, Bureau of Development Policy in United Nations Development Programme, New York, NY (2001-2006)
• Deputy Director (1995-1998), and Academic Director (1998-2000) – August 1995-December 2000, Programme in Public Policy and Management, University of London, School of Oriental and African Studies, U.K.
• Policy Economist, Institute for Development Policy and Management (IDPM) University of Manchester. Manchester, U.K. (1993-1995).
Dr. Roy holds a BA (Hons) in Economics from St. Stephen;s College, University of Delhi and a post graduate degree in Economics from the Jawaharlal Nehru University. He holds an MPhil and Ph.D in Economics from the University of Cambridge.
